Hong Kong Air Cargo Terminals Limited (Hactl) welcomes the Government’s introduction of a sector-specific labour importation scheme for transport sector which covers the aviation industry. The scheme with its carefully-deliberated coverage will substantially support the aviation industry in addressing the acute manpower shortage.

The scheme will help reinforce the competitive advantages of Hong Kong’s aviation industry and position industry favourably to capture the growth opportunities which will arise from the three-runway system operating fully.

The parameters which have been laid down for the scheme have achieved a thoughtful balance between the needs of the aviation industry and protection of the interests of local labour.
