Sepinggan Airport: Ready To Giver Services To 10 Million Passengers Per Year
Minister of Transportation predicted the growth of passengers in Sepinggan Airport-Balikpapan, East Kalimantan, in 2017 passengers would reach 1.5 million per year. Nevertheless, based on the implementation in field, the passengers in that airport have reached 1.5 million people in 2000. This caused over capacity condition in Terminal A, which 3,000 M2 in area.
By that reason, it makes Sepinggan Airport management prepare short-term movements to solve the over capacity problem. One of them is to build a new terminal - Terminal B with 6,000 m2 in area owned by PT. Angkasa Pura I - Sepinggan Airport branch, Balikpapan. The development of the new terminal is a joint venture between airport operator and private corporation, PT. Sarana Sepinggan Utama.
According to General Manager (GM) of Sepinggan Airport, Mardani said that the development of the new terminal, which has been operated since 1 September 2010, is an transit hotel integration within. Therefore, the saturation in Terminal A can reduce by 40% - 50% for passengers are shifted to Terminal B, especially Lion Air passengers that experience increase.
According to a Bone-born man, South Sulawesi, as in the agreement between two parties, the Terminal B (hotel) will be owned by Sepinggan branch, PT. Angkasa Pura I, after 20 years plus another 5 years of option rights.
"The joint venture is in BOT (Built, Operation and Transfer) format. Thus, for 25 years, the hotel will be operated by a private company, nevertheless PT. Angkasa Pura I will still gets share of rented area plus Contention Fee based on options that the hotel got," as said by the man, who just sits as a General Manager of Sepinggan Airport, that the Cargo Times+ interviewed sometimes ago in Jakarta.
Previously, the 75 billion rupiahs-initial investment-plan-project grew to be 100 billions rupiahs due to material price escalation. But, the airport management welcomed the ongoing joint venture project well because there are profitable points that PT. Angkasa Pura I would get, which they actually does not make financial contribution in that project building. Besides that, considering the space use, there is a space for PT. Angkasa Pura I to provide services to passengers.
Another short-term development program that has also been done is a tax-way. It will have been finished by the end of December 2010. The tax-way program cost 11 billion rupiahs of investment budget.
Long Term Plan
Beside the short-term development, Sepinggan Airport management also makes long-term plan that is in RJPP (Company's Long Term Plan), Sepinggan Airport, Balikpapan. There will be gradual airport development done overall.
PT. Angkasa Pura I has proposed the long-term plan to Ministry of State-Owned Corporation (BUMN), which it will start in 2011 as planned. According to the plan, the airport will be expanded to be 110,000 m2 with the target of 10 million passengers per year.
Some initial steps have been done, such as to move buildings, which got significant effect of airport terminal development, like cargo warehouse, VIP building, and administration building.
As you know so far, Sepinggan Airport has provided services for 15 national airlines either domestic flights for commercial or charter flights or international flights by Silk Air (Singapore) and Mandala Airlines with Singapore destination. Air Asia Indonesia airlines recently opened routes of Balikpapan-Kuala Lumpur (Malaysia). (YS).
