ALFI Suspected of The Abnormal Tariff Increase
The Indonesian Logistic and Forwarder Association (ILFA/ALFI) suspected unfair business competition for cargo operator services at the Soekarno-Hatta International Airport (SHIA).
The Deputy Chairman of Aviation Transportation for the ALFI DKI Jakarta Association Arman Yahya said the suspicion follows the decision on the warehouse rental basic tariff increase that was done by several companies that triggered the logistic cost spike.
According to him, the warehouse' basic tariff spike at the SHIA on 2 October 2016 has violated the regulation. "The increase of the tariff should not be uniform between companies. In other words, there's a cartel, monopoly, and if the rental fee is not paid as applied as the new one, then the goods will be suspended," he said in Jakarta, Sunday (2 Oct).
As of 2 October, there are two cargo handling operators at Line 1 area of SHIA Cargo warehouse increased the building rental basic tariff. The first operator set the basic tariff for posts and cargoes handling services with the details as follows - export cargoes is Rp. 1,165 per kg per day, import cargoes is Rp1,570 per kg per day and rush handling is Rp 2,065 per kg per day.
The second cargo operator sets the tariffs for: domestic cargoes is Rp 850 per kg, export cargoes is Rp1,160 per kg, import cargoes is Rp 1,575 per kg and rush handling is Rp 2,050 per kg.
"There are five main warehouses at the Soekarno-Hatta Airport, and all of them use same tariffs. We also know if there is a rental fee increase of a warehouse, other warehouses will do the same," said Arman.
As a result of one-sided warehouse rental increase, and it's almost uniform, he revealed that ALFI has reported it to the Regulatory Commission of Business Competition (KPPU) and Ombudsman of the Indonesian Republic. And the report got supports from the Indonesian Express Delivery, Logistic and Posts Association known (Asperindo).
"It's not only ALFI and Asperindo who got lost, but also the exporters, especially those who got facilities at the bonded zone and Import Facility for Export Purposes or KITE (Kemudahan Impor Tujuan Ekspor) by the sudden increase," he said.(mar)
