Air cargo stakeholders are enthusiastic to know the authority and standard of cargo service as in Law Number 1/2009 (Undang Undang No. 1 / 2009)
Angkasa Pura Airports (AP I) consider harmonization and perception agreement among the air cargo stakeholders, mainly at the Cargo & Post Terminal needs to be done soon in order to guarantee the smoothness of goods delivery by airplane.
The Managing Director of Angkasa Pura Airports Danang S. Baskoro said the disagreements among the stakeholders, especially between Airport Entity (BUBU / Badan Usaha Bandar Udara) and their business partners, often happen. According to him, AP I also feel the condition too. “Therefore, as an Airport Entity, AP I cannot work on their function and obligation optimally in giving airport services yet, especially those that relate to the post and cargo terminal management,” said Danang S. Baskoro.
Therefore, on Monday (11/09), AP I, supported by the air transportation media, Cargo Times, held a National Seminar that carried a theme “Harmonisasi and Penyamaan Persepsi Pengelolaan Terminal Kargo and Pos di Bandara” (Harmonization and Perception Resemblance of Cargo & Posts Terminal at Airport) at the Grand Mercure Hotel, Kemayoran. The seminar is to push the realization of cargo & post terminal that is harmonic with the National Logistic System (Sislognas).
According to AP I’s Leader, the disagreement occurs between Airport Entity and their partners because the UU No. 1/2009 about Aviation and its derivation of law products haven’t been optimally socialized. Therefore, agreement is very important. “By understanding the limitation of service authority at the cargo & post terminal, we hope that a synergy will turn up between the Airport Entity, our partners and other stakeholders,” Danang explained his presentation while he showed the slides of UU No. 1/2009, mainly the Article 232 chapter 1, Article 232 chapter 2 & 3, Article 233 chapter 1, and Article 234 chapter 1.
"So, if we are late and have no idea about our roles and responsibilities (as in UU No. 1/2009), we won’t be competitive,” he said.
Danang S Baskoro explained AP I (and II) is an Airport Entity that take an important part in the national logistic process. “As an airport management, we are also concerned because Angkasa Pura do not only manage the passengers, but also cargo & post terminal.”
Moreover, according to him, as a commercialized airport operator, AP I (and II) also take charge of the safety and security of the export - import flows of cargoes & posts, not only the departure-arrival terminals (passengers). “Today, airport is the gate of the national economy growth. The trend of cargo flows become bigger and many. Currently, the cargo carriers tend to be more competitive and cheaper (in terms of cost). Through Angkasa Pura, the delivery would be faster, cheaper and more secured,” Danang S. Baskoro explained, as one of the panelists.
The National Cargo Seminar was opened by the Head of Transportation Human Resource Development Djoko Sasono and the Managing Director of Angkasa Pura Airports Danang S Baskoro.
The seminar presented panelists; they were the Aviation Security Director – The Transportation Ministry Nasir Usman, Jakarta Customs Branch Office Oentarto Wibowo, the Cargo Director of PT Garuda Indonesia Tbk. Sigit Muhartono, the Managing Director of Angkasa Pura Airports, the Logistic Integration Director of PT Post Indonesia Barkah Hadimoeljono, the Managing Director of PT Angkasa Pura Kargo Denny Fikri, and also the Head of ILFA Yukki Nugrahwan Hanafi.
At the end of the national cargo seminar, all panelists in the seminar agreed that Cargo Service Standard should be applied too besides the authority service limitation at the post and cargo terminal, such as the passengers service standard implementation because, to date, the cargo service standard is still in the stage of study and evaluation from the Directorate General of Aviation Transportation and the Development and Research Institution of the Transportation Ministry.
The success of the cargo seminar couldn’t be separated from the stakeholders’ and air cargo observers’ enthusiasm like the Transportation Ministry (the air transportation directorate), Customs, domestic and international airlines (especially the cargo division), freight forwarders, ground handling, warehouses, regulated agents, associations, and consumer foundation.
